In December, the U.S. House of Representatives passed The Border Protection, Antiterrorism and Illegal Immigration Control Act of 2005. This bill calls for substantial expansion of the current I-9 employment verification system and substantially increases criminal and civil money penalties against employers, recruiters and temporary help agencies in connection with the recruitment and importation of known undocumented workers for employment in the United States.
The Senate is scheduled to debate its own Immigration reform measure in early February 2006, which is expected to incorporate many of the workplace enforcement features of the House bill, while adding provisions for a guest worker program. House and Senate leaders have promised the Administration final passage of an Immigration package by Spring.
